The UAE has emerged as one of the most ambitious players in sovereign AI infrastructure. Stargate UAE, announced by G42, OpenAI, Oracle, NVIDIA, SoftBank, and Cisco, is planned as a major AI infrastructure cluster within a 5-gigawatt UAE–US AI Campus in Abu Dhabi. This is not just a data center project; it is a strategic platform for regional AI compute, talent development, research, and sovereign digital capability.

The UAE has also extended its AI infrastructure ambitions internationally. The UAE-France AI partnership announced plans for a 1-gigawatt AI data center campus in France, with reported investment potential in the tens of billions of euros. This reflects a new model of AI diplomacy: countries are not only consuming AI technology, but co-developing the physical infrastructure required to shape its future.

In the United States, the Stargate Project was announced as a major AI infrastructure initiative with plans to invest up to $500 billion over four years. Alongside this, America’s AI Action Plan places AI infrastructure, energy systems, semiconductor manufacturing, and secure government AI environments at the center of national competitiveness.

Europe is taking a different but equally strategic route. The European Commission’s InvestAI initiative aims to mobilize €200 billion for AI, including €20 billion for AI gigafactories. The EU’s AI Factories program is designed to give startups, industry, researchers, and public institutions access to high-performance AI compute while supporting European technological sovereignty.
